Industrial Tank Cleaning

Enva was contacted by a customer on 2nd May regarding the cleaning and decommissioning of two redundant HFO storage vessels from one of their facilities. A representative was sent to survey the proposed works and evaluate HSE requirements.
 

The task was to clean and gas-free certify two 55,000 litre storage vessels. However, the initial survey noted that the both vessels were unsafe to clean in their current state and without additional equipment to enable safe operations.  

The survey noted that the top tank was horizontally positioned 24” above the bottom tank and covered the man-lid access point on the second vessel. Steel reinforced concrete struts also covered the safe access point of the bottom tank. The top tank was not fitted with a platform nor did it have a ladder or any safe access points. The remnants of HFO in the top vessel were also not at working temperature and all steam coils had been previously removed.  

Enva’s recommendations were to clean the top vessel by use of mobile elevated work platform for safe access and on completion of the tank being gas-freed, have it removed by another contractor. The concrete strut above the bottom vessel was also cut to allow safe access to the bottom tank.  

On agreement from the client, as well as completion and approval of method statements & risk assessments, Enva proceeded to clean the top vessel using the mobile elevated work platform as a safe structure to attach fall arrest recovery system.  

The duration of cleaning was two working days. The sub-contractor removed the clean vessel on 19th May. Another contractor removed the concrete strut brace to enable Enva to clean and gas-free the second tank on 12th & 13th June.
